Why is Canada so Stupid?

Did any of you catch the Mercer Report last night? I highly enjoy Rick Mercer's style of comedy, and so I try to watch his show faithfully. Anyway, last night Mercer had a very interesting piece on a little-known Canadian car manufacturer in Quebec (yes, that's right, a Canadian car company designing and manufacturing their own car in Quebec - who knew?!). This car that they make is called the ZENN - Zero Emissions No Noise. It is an electric car, can be plugged in to ordinary outlet, and makes no noise when it drives. It's so quiet you can't even tell it's on. And it's bigger than a Smart Car - it can hold 20 cases of beer according to their test.

It's a truly wonderful car, perfect for city driving. The crazy thing is it's illegal to buy it in Canada. Yes, that's right, illegal. They sell it in the US and Europe. Why is it a no go in Canada - our gov't will not certify it to drive on our roads. There is no apparent reason for it (it meets safety standards, etc.), they just won't allow it. Except in BC - you can drive it there. Apparently, this is a provincial thing and each province must approve it to drive in their particular province.

So, why are we so stupid here in Canada? I don't get it.
