What's Wrong with the Prairies?

A recent CBC news article about which issues Canadians feel are the most important issues facing our country says that a recent poll names the Environment as the top issue on most Canadians' minds. However, this is not so in the prairie provinces. Look at these quotes from the CBC story:

"Across the country, the environment was of most concern in Quebec, with 46 per cent of respondents choosing that issue. That was followed by Atlantic Canada (30 per cent), Ontario (28 per cent), B.C. (23 per cent) and the Prairies (19 per cent)."

"Ontarians appear to be the most likely to make lifestyle changes for the environment, while those living in the Prairies were least likely."

Why are we having this struggle, and how can we change these attitudes?
